Charging refugees £10,000 is a bureaucratic fantasy.
Believing it will deter arrivals or claw back cash ignores how Whitehall actually operates.
The policy is political theatre before the election. By slapping a flat debt onto refugees, the government is hiding failed border controls behind admin. They want a tough headline, betting voters won't notice the debt is uncollectible.
The plan falls apart on two fronts:
Setting a repayment threshold for a group facing chronic underemployment is pointless. Chasing the money will cost more than the cash recovered.
A distant, conditional liability will not stop people fleeing for safety. Most will never earn enough to hit the threshold anyway.
The government has trapped itself. They manufactured an unenforceable balance sheet to quieten their base. Once data exposes zero recovery rates and spiralling admin costs, the policy will collapse, alienating fiscal hawks and humanitarians alike.
